Rule 28
Arrangements related to film festivals

(1) To study and research new technologies, creations, skills, arts and styles developed in the field of films, to share experiences in the cultural field between different countries through films or jointly invest in films. A film festival can be organized for commercial or non-commercial purposes, even for stimulating construction work.

(2) Notwithstanding anything written in sub-rule (1), only organizations established in accordance with prevailing laws with the purpose of not making profit Can organize a non-commercial film festival.

(3) According to sub-rule (1), the organization that wants to organize a film festival must submit the following details and submit an application to the Board for approval at least one month before organizing the film festival:-

(a) Purpose of organizing the Festival,
(b) If films of a particular genre are to be screened, such genre,
(c) Synopsis of the film to be screened,
(d) Place and date of festival,
(e) the place where the film will be exhibited,
(f) Financial resources and estimated expenses required to organize the festival,

(g) If the film festival is organized for commercial purposes, ticket fees and entrance fees to be collected at the festival,
(h) Permanent account number of the person organizing the festival.
(4) When making an application according to sub-rule (3), the following documents should be attached:-

(a) Certificate of organization registration and statutes in case of an organization organizing the festival and certificate of company registration, charter and regulations of the company in case of a company. br> (b) Permission granted by the producer of the film to be screened at the festival or a person authorized by him to screen the said film,
(c) Consent given by the concerned person or body to organize a film festival or to use the place where the film is exhibited.
(5) Upon examination of the documents with the application received according to sub-rule (3), if the conduct of the application is found to be reasonable, the board will give permission to the applicant to hold the film festival.
(6) MoviesOrganizations that get permission to organize the festival must comply with the following conditions:-
(a) In the case of festivals organized for non-commercial purposes, the right to examine the film Rule 28b. If the film festival organizer has been delegated according to this, the film should be screened only after the organizer himself examines the film and submits the film to the board that is not contrary to sub-section (3) of section 8 of the film act.
(b) Rule 28b. In the event that the film is not authorized to be screened according to this, the film should be screened only after being screened by the Film Screening Committee (c) not to show one film more than twice in a film festival organized for non-commercial purposes and one film not more than three times in a film festival organized for commercial purposes,
(d) The film festival organized for non-commercial purposes cannot be held for more than five days and the film festival organized for commercial purposes cannot exceed seven days,
(e) If the same organizer organizes a film festival for commercial purposes in more than one city, such festival cannot be held for more than seven days and in one city for more than five days.

(7) Notwithstanding anything else written in this rule. If the board deems it necessary, the film included in the film festival held for non-commercial purposes may be requested from the organizer at any time or may go to the place where such film is shown and observe such film or inspect the place where the film is shown.

(8) Sub-rule ( 7) If it appears necessary to give any instructions to the film festival organizer during the observation or inspection as per sub-rule (7), the board may give the necessary instructions to such organizer. If found, the board can stop the screening of the movie or instruct the relevant organizers to screen it only by removing the parts that are not suitable for screening.
(10) Movement relating to compliance with instructions given under sub-rules (8) and (9).It will be the duty of the picture festival organizer.
(11) The person who organizes the film festival must comply with the prevailing laws while organizing the film festival.

28A. Screening of films without taking fee may be allowed :-

To show any film without taking a fee for the work of supporting women, children or helpless or persons affected by divine calamity or natural calamity or social organizations/organizations and educational programs. Approval can be given.

28b. Delegation of authority :- (1) The Ministry may delegate the authority it has received to the Board in accordance with this regulation.
(2) Among the rights granted to the Central Film Screening Committee in accordance with this regulation, the right to screen films broadcast by television broadcasting organizations and the right to screen films screened at film festivals organized for non-commercial purposes shall be exercised by organizations organizing such festivals. 28c. Modification in the schedule :- The Ministry may modify the schedule by publishing a notice in the Nepal Gazette on the recommendation of the board.
